L'article présente d'abord l'implantation géographique des Berbères, concentrés dans le nord-ouest de la Libye, et avance une estimation de leur poids démographique : environ 10 % de la population. Il rappelle ensuite la doctrine de la Jamahiriya - les Libyens sont arabes et musulmans - et celle de Kadhafi, plus nette encore : pour lui, les Berbères sont des Arabes. En conséquence, la gestion politique du paramètre berbère se résume à l'exclusion et à la répression. Dans la dynamique révolutionnaire, le positionnement des Berbères est marqué par une berbérité affichée et revendiquée, face à un Conseil national de transition majoritairement arabophone et islamiste. Le projet de constitution et le gouvernement intérimaire, qui n'accordent aucune place aux Berbères, créent une situation de tension qui pourrait devenir conflictuelle |
