The article discusses about the resumption of diplomatic talks between the United States government and Libya that aims to improve the relationship of both countries. According to the article, Libya was sanctioned by the United Nations for its alleged support to terrorist activities following the bombing incident at the Pan-Am Flight 103 in Lockerbie, back in 1988. After the suspects of the bombing was brought over by Libya to the custody of the UN, the sanctions were suspended but not lifted. The United States government wanted to keep the sanctions which included banning aircraft flights to Libya, restricting the sale of oil equipment and freezing certain Libyan assets until all resolutions are met.
