It follows that the thesis will attempt to analyze the failures of French foreign policies in these areas in terms of the opportunities and constraints presented to France by the international system, and also in terms of the limits of domestic support for those policies. An attempt will also be made to point out those times when international pressures were sufficiently strong and international support was sufficiently weak so as to allow.the French political system to be penetrated by the external pressures of the international system. The sections on Indochina and Algeria will discuss both the external and internal constraints on French policies, with conclusions being presented at the end of each section. In the conclusion of the entire thesis emphasis will be placed on those times when the combination of external pressures and internal weakness presented the opportunity for the French political system to be considered a penetrated system.
